What is it about?

​​​​​​Multipliers are factors used to set tariffs for short term products (e.g. daily, monthly). 

​The NC TAR sets obligations for national regulatory authorities to consult on multipliers. In parallel with these processes, ACER will issue a recommendation by 1 April 2021 to limit the value of multipliers and therefore for short term products.

For this purpose, the Agency will assess the impact of multipliers on:

  • changes in booking behaviour

  • impact on the transmission services revenue and its recovery

  • differences between the level of transmission tariffs applicable for two consecutive tariff periods

  • cross-subsidisation between network users having contracted yearly and non-yearly standard capacity products

  • impact on cross-border flows.​
