The European Union Agency for the Cooperation of Energy Regulators (ACER) and the Council of European Energy Regulators (CEER) in cooperation with the Energy Community produced the 9th edition of the MMR. The Annual Report on the Results of Monitoring the Internal Electricity and Natural Gas Markets consists of three volumes: the Electricity Wholesale Market, the Gas Wholesale Market, and Energy Consumer with focus on developments related to the calendar year 2019

The new Energy Consumer Volume gathers since the 2019 edition the previously separate Consumer Protection and Electricity and Gas Retail Markets Volumes. Previous editions are still accessible below.

Volume 1: Electricity Wholesale Market Volume

The Electricity Wholesale Market Volume looks at the performance of European Union (EU) electricity markets, with a focus on cross-border issues.

The Volume includes:
  • An overview of the main developments in electricity wholesale markets,
  • An assessment of the level of cross-zonal capacity for cross-zonal trade in light of the minimum level of capacity required by the Clean Energy Package,
  • An assessment of the level of efficiency in the use of cross-zonal capacity in the various market timeframes,
  • An update on the situation of capacity mechanisms, related costs, and on the necessity of these mechanisms, already in operation or under consideration, on the basis of perceived adequacy concerns.​

Volume 2: Gas Wholesale Markets Volume

The Gas Wholesale Market Volume looks in depth at the present state of the EU gas markets and their trajectory towards an Internal Gas Market and provides recommendations towards the realisation of this goal. The volume consists of three main parts:
  • An overview of the Internal gas Market in 2019,
  • An appraisal of the individual EU gas markets' structural level of competition and level of market functioning primarily using the metrics as defined in the ACER Gas Target Model,
  • An in depth assessment of the market effects of the implementation of the gas Network Codes.

Volume 3: Electricity and Gas Retail Markets Volume

The Electricity and Gas Retail Markets Volume monitors the retail prices paid by end consumers at pan-European level for energy. The volume consists of three parts analysing:

  • The level and evolution of retail electricity and gas prices, for both household and industrial consumers in EU Members States, Norway and the Contracting Parties of the Energy Community,
  • The structure and drivers of energy prices for households in EU Member States, Norway and Contracting Parties of the Energy Community,
  • The relationship between the wholesale price and the energy component of the retail price for households in the European Union.
From 2019 edition this publication will​ be titled Energy Consumer Volume and integrate the previously separate Consumer Protection and Electricity and ​Gas Retail Markets Volumes.​​

Volume 4: Consumer Protection and Empowerment Volume

The Consumer Protection and Empowerment volume looks at the performance of European energy markets from the final household consumer perspective. The volume explores the impact of the Third Energy Package provisions into national legislation. It analyses in depth public service obligations, the protection of vulnerable consumers, consumer information rights, smart meters and consumer complaints. The report also elaborates on the existence and effectiveness of consumer protection mechanisms and includes a set of recommendations on how to further enhance consumer rights.

From 2019 edition this publication will​ be titled Energy Consumer Volume and integrate the previously separate Consumer Protection and Electricity and ​Gas Retail Markets Volumes.​​
