What is it about?

​From 16 October 2012 to 14 November 2012 (14.00 hrs CET) The Agency for the Cooperation of Energy Regulators (ACER) is running a Public Consultation on Assessment of the Annual Cross-Border Infrastructure Compensation Sum.

Pursuant to Article 5(3) of Annex Part A of Regulation (EC) No 838/2010, ACER “shall make the proposal on the annual cross-border infrastructure compensation sum based on a Union-wide assessment of the infrastructure of electricity transmission associated with facilitating cross-border flows of electricity. The Agency shall undertake its best endeavours to carry out an assessment within two years of the date of application of this Regulation”. In line with this, ACER has commissioned Consentec, a consulting company, to assist ACER in assessing the annual cross-border infrastructure compensation sum.

The Public Consultation on Assessment of the Annual Cross-Border Infrastructure Compensation Sum provides all interested parties with an opportunity to share their views on the proposed consultation questions envisaging the methodology options for determining the annual cross border infrastructure compensation sum fund size based on the LRAIC principles, the criteria for assessing these options, and the result of the assessment together with the preliminary numerical results of these options. The Public Consultation also invites stakeholders’ views on the need to redesign the principles and methodologies of the Inter-TSO Compensation mechanism as a whole.
